Manage Offers and Negotiations in TFX

TFX lets you submit offers, review responses, and continue negotiations with brokers through Highway.

Manage offers on TFX

The “Offers” page is a centralized view of every offer you have submitted in TFX. It tracks the full lifecycle of each offer (from initial submission, through counter negotiations, to final outcomes) without leaving TFX.

Where to Manage Offers

On the Highway website and the app, use the “Offers” page or section to review offer activity.

The page is designed to answer one question at all times: Whose turn is it to act on this offer, the broker or the carrier?

Offers are organized into three tabs:

Action Tab: Your Turn to Respond

The Action tab shows offers where the broker has taken action and is waiting on you to respond. You will see an offer here when the broker has countered your rate.

What you will see:

  • Broker name: Expandable header

  • Load details: Load ID, origin, destination, dates, equipment, miles

  • Received: Timestamp when the broker's counter was received

  • Amount: Broker's most recent counter shown above your last submitted offer

  • RPM: Broker's counter as rate per mile

Available actions:

  • Reject: Reject the broker's counter

  • Counter: Submit a new counter rate

  • Accept: Accept the broker's counter rate

Waiting Tab: Broker Review In Progress

The Waiting tab shows offers you have submitted that are under broker review. You will see an offer here when you have sent an offer, countered a broker's counter, or the broker has not yet responded.

What you will see:

  • Broker name: Expandable header

  • Load details: Load ID, origin, destination, dates

  • Sent: Timestamp when your offer was sent

  • My Offer: Your most recent offer sent for review

  • RPM: Your offer as rate per mile

Available actions:

  • Edit: Update your offer rate

  • Withdraw: Withdraw your offer entirely

If the broker responds with a counter, the offer moves to Action. Accept or Reject moves it to History.

Withdraw an offer

If you placed an offer and need to withdraw it:

  1. Search for the broker in TFX, or open the offer from the Waiting tab.

  2. Select the associated load.

  3. Select Withdraw Offer on the load details page or from Waiting.

Important: Offers can only be withdrawn on loads submitted with Place Offer. Loads booked using Book Now cannot be withdrawn through TFX.

History Tab: Closed and Archived Offers

The History tab contains offers that are no longer active. This includes an archived list of fully negotiated offers with a final status, and offers sent to brokers whose systems cannot send responses back to TFX. This tab acts as your long-term audit log. Offer records are retained in History for 30 days.

Offer lifecycle

  1. You submit an offer on a load in TFX

  2. The offer appears in Waiting while the broker reviews it

  3. The broker may accept, reject, or counter

  4. If the broker counters, the offer moves to Action

  5. You may accept, reject, or counter back

  6. This continues between Waiting and Action until an outcome is reached

  7. Once complete, the offer moves to History

Offer status definitions

  • Awarded / Booked: You won the load and it is covered

  • Rejected: The offer was declined by either party

  • Withdrawn: You withdrew the offer

  • Expired: The offer expired without a response

Booked Rate is only displayed when the final status results in a covered load.

Request for Bid Offers

If you receive a Request for Bid (RFB), review the load details and submit pricing if you want to participate. Your response enters the normal offer and negotiation flow.

Broker Connection and Onboarding

Broker connection or onboarding requirements may vary by broker and transaction. Follow the steps shown in TFX and any instructions provided by the broker to continue.

If an Offer Isn't Changing Status

Check the current offer state first. Action means you need to respond; Waiting means the broker response is still pending. If the offer still does not match what you expect after completing any requested broker connection or onboarding step, contact tfxservice@highway.com.

Check Booked and Active Loads

Once a load moves beyond the offer stage, use My Loads on the Highway website to review the current load status and available rate confirmation.


Out Of Network Offers

Overview

Out-of-Network Offers allow qualified, pre-vetted carriers to submit and negotiate offers on loads from brokers they aren't yet connected with in TFX.

Previously, you had to establish a connection with a broker before you could submit an offer. Now, you can submit an offer right away and negotiate with the broker before completing the connection process.

If the broker accepts your offer, you'll need to complete any required broker connection steps before the load can be booked. But, the great news is that you already know you'll meet their requirements.


Benefits

With Out-of-Network Offers, you can:

  • Access more load opportunities outside your existing broker network.

  • Submit offers without connecting with the broker first.

  • Negotiate rates using the same offer workflow you're already familiar with.

  • Complete the broker connection after your offer is accepted.

  • Spend less time on connection steps before knowing whether you've won the load.


How It Works

1. Find an Available Load

Qualified carriers can view eligible loads from brokers they aren't currently connected with.

You can submit an offer on these loads without establishing a broker connection first.

2. Submit and Negotiate Your Offer

Once you submit an offer, the broker can:

  • Accept your offer

  • Send a counteroffer

  • Reject your offer

You can continue negotiating just as you would with a broker you're already connected with.

You may also complete the broker connection at any point during the negotiation process.

3. Complete the Broker Connection

If the broker accepts your offer and you aren't yet connected, the offer will move to Assigned – Need to Connect.

At this point, your offer has been accepted, but the load is not booked yet.

You'll be prompted to complete the required broker connection. Negotiation is complete while you finish this step.

4. Finalize the Booking

Once you've completed the required connection steps, Highway can finalize the booking.

Your offer will then move to Booked, and you'll receive the standard booking notifications and information you need to move forward with the load.

Important: An accepted offer is not a completed booking until the required broker connection is finished and the offer reaches Booked status.


Frequently Asked Questions

Do I need to connect with a broker before submitting an offer?

No. If you're qualified and the load is eligible for Out-of-Network Offers, you can submit an offer before establishing a broker connection.

Can I negotiate before connecting with the broker?

Yes. You can submit and negotiate your offer without connecting first. The broker can accept, counter, or reject your offer through the normal negotiation workflow.

Can I connect with the broker while we're negotiating?

Yes. You can complete the broker connection at any point during negotiation. Your offer will continue through the same negotiation process.

What happens if my offer is accepted before I connect?

Your offer will move to Assigned – Need to Connect. You'll need to complete the broker connection before the load can be officially booked.

Does an accepted offer mean I've booked the load?

Not necessarily. If a broker connection is still required, the load is not booked until you complete those steps and the offer reaches Booked status.

What happens if another carrier books the load first?

A load can only be booked by one carrier. If another carrier completes the booking before you finish the required connection process, your pending offer will be closed and its final outcome will appear in your offer history.


Frequently Asked Questions

Does submitting an offer reserve the load?

No. An offer starts or continues a negotiation. The load is not reserved simply because an offer was submitted.

Where should I check the latest offer status?

Use the “Offers” page on the Highway website and the “Offers” section on the Highway app.

Can I negotiate outside Highway?

Yes. Highway supports in-platform negotiations, and the parties can also continue negotiating directly outside Highway.

Where do I check the load after an offer is accepted?

Use the “Offers” page to negotiate offers. Once you are booked on a load, review those details in the “My Load” page
