Complete CARB and PHMSA certifications on Highway

You will understand how CARB Truck and Bus and PHMSA hazmat certifications sync to Highway, where to verify registration, and what to do if a certification is missing.

When to use this guide

Use this guide when brokers need to see CARB or PHMSA certifications on your profile, or when a certification is missing after you updated the official registry.

CARB Truck and Bus

CARB Truck and Bus certifications sync to your Highway profile three times per week (Monday, Wednesday, and Friday) when your data is accurate on California's portal.

  1. Ensure your CARB registration is current.

  2. Confirm it matches your DOT in the TRUCRS database.

  3. Allow up to 24 hours after linking for updates to appear on Highway.

Note: Highway supports CARB TRU and CARB Truck and Bus certifications. Individual vehicle compliance records are not reflected.

PHMSA (Hazmat)

PHMSA hazmat registration must be active for hazmat carriers. Highway links PHMSA certification on a monthly basis from federal hazmat registration records when the data matches your DOT.

  1. Verify registration at the PHMSA Hazmat Registration Search.

  2. Wait up to 24 hours for Highway to reflect a matching record.

If it didn't work

  • Confirm your official CARB or PHMSA registration is active and matches your DOT.

  • Wait for the next CARB sync window (Monday, Wednesday, or Friday) or up to 24 hours for PHMSA.

  • Confirm you are looking for CARB TRU or CARB Truck and Bus, not individual vehicle compliance records.
